Financial Counselor Jobs

A financial counselor screens patients for eligibility for various governmental programs, including Medi-Cal, Victims of Crime, and Social Security Disability. A financial counselor assists patients with the completion and processing of applications. A financial counselor also works with patients and agencies in getting applications approved. A financial counselor must provide excellent customer service. The collection of outstanding balances due is another responsibility of financial counselor jobs. A financial counselor must be able to read and understand all insurance forms and all written policies and procedures in order to remain compliant. A financial counselor is responsible for screening all self-pay clients for financial eligibility for Medicaid or Health Care District coverage according to Medicaid and Health Care District rules and regulations. “Financial counselor” is designated as a sensitive position, so the incumbent is required to maintain confidential information in accordance with the Department of Health’s procedures.
Basic computer skills are required for financial counselor jobs. A high school diploma (or GED equivalent) and an AA degree in a business-related field is preferred for financial counselor jobs. Experience working in a hospital or healthcare setting is likewise preferred for financial counselor jobs. Social work experience is also preferred for a financial counselor job, as are strong written, oral, and interpersonal skills.
• Cash collection of outstanding balances due. (80% in person/20% over the phone)
• Utilizing independent judgment to resolve issues effectively. Including counseling delinquent & uncooperative patients
• Problem Solving
• Reading and understand all insurance forms and all written policies and procedures continuously to remain compliant.
• Preparing reports in spreadsheet form and sending them
The essential requirements are:
• 3 + years collections/cash reconciliation experience in a medical environment (in person collections experience required)
• Computer software preferred (Excel & Word)
• Medical software preferred (EPIC training, IDX, & Keane Billing systems)
• Strong written, oral, & interpersonal skills
• Ability to multi-task in a busy & diverse environment

Incumbent will be communicating with Health Care District, Medicaid Program Office and other agencies regularly in determining eligibility guidelines as set forth to ensure clients continue to receive medical coverage for continuity of care. The incumbent must become knowledgeable about clinical services and proficient in using Health Management System (HMS), Florida Medicaid Management Information System (FMMIS), Health Care District (HCD), Florida System and the Department of Revenue Syntax System.
This position is designated as a sensitive position and is required to maintain confidential information in accordance with the Department of Health and Palm Beach County Health Department Security, Policy, Protocols and Procedures. Confidential Data Sets: Clinical Information, Social Security. Incumbent will be required to meet Productivity Standards set by the agency. Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs or Red Cross shelter, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural. The Administrative Assistant II will supervise this position.

EXAMPLES OF WORK
• Determines the eligibility of members for withdrawal from deferred compensation accounts.
• Audits individual account balances and resolves discrepancies.
• Calculates benefit payment of individual deferred compensation accounts to retirees by lump sum surrender or annuity.
• Calculates benefit payment of individual deferred compensation accounts to beneficiaries.
• Counsels with deferred compensation participants in preparation of benefit receipt due to retirement or termination of employment.
• Counsels with potential deferred compensation participants regarding plan benefits, restrictions and investment designation.
• Establishes payment priorities to plan payoff method and estimate time for debt liquidation.
• Explains to individuals and groups financial assistance available to college and university students, such as loans, grants, and scholarships.
• Calculates amount of debt and funds available.
• Interviews clients to obtain information and compares data on clients' applications with eligibility requirements to determine eligibility for assistance program.
• Determines amount of aid to be granted, considering such factors as funds available, extent of demand, and needs of client.
• Contacts creditors to arrange for payment adjustments so that payments are feasible for client and agreeable to creditors.
