The Clinical Program Manager is responsible for the direct management of the Behavioral Health (substance use disorder, mental health, co-occurring) Transitional Aged Youth (TAY) Outpatient Treatment Programs, and the supervision of program staff. Through coordination, supervision and training, the Clinical Program Manager ensures that all aspects of the clinical process are functioning efficiently and in compliance with contracts and licensing regulations for the program.
Key Responsibilities
Handles all aspects of management, including direct day-to-day supervision, mentoring, interviewing, hiring, training evaluating and coaching/disciplining while overseeing program design, clinical treatment and coordination of direct service activities within the program and department.
Responsible for being a part of the Santa Clara County Management/Leadership team which includes attending and actively participating in all assigned and approved meetings by Program Director and Managing Director, communicating to senior management and other HR360 departments concerning operations of facility/programs and facilitating both program and community meetings.
Responsible for operational functions of the facility/programs, including but not limited to health and safety, security and compliance.
Must be available after hours to respond to facility or clinical emergencies, outstanding crisis or events precipitating an incident report.
Ensures staff is familiar with program policies, procedures and practices, adhering to compliance codes and regulations.
Works directly with clinical supervisor and compliance coordinator to ensure quality assurance for client charts in agency's Electronic Medical Record system (Welligent), which can include chart reviews and audits.
Expected to know the pulse of the staff and help troubleshoot personnel and programmatic issues such as morale, turnover, productivity, coverage, etc.
Responsible for tracking performance learning measures such as client capacity, caseload, dosage, service mix, etc.
Conducts necessary outreach to the community to ensure program information and behavioral health education reaches the key players such as probation, schools, faith-based organizations, community based-organization, clinics, community members, County, etc.
Education and Knowledge, Skills and Abilities
Education Required:
Master’s Degree in related field, and valid registration with the Board of Behavioral Sciences.
At least two years of experience in a supervisory/leadership role
At least four years of experience working in a behavioral health setting
Valid California driver’s license
First Aid Certified within 30 days of employment
CPR Certified within 30 days of employment
Desired:
Valid Drug and Alcohol Certification recognized by DHCS
Background Clearance Required:
Must not be on active parole or probation
Knowledge Required:
Knowledge of approaches to recovery such as harm reduction, ASAM assessment, motivational interviewing
Knowledge of substance use and mental health best practices
Knowledge of substance use and mental health evidence based practices and models
Knowledge and experience with working with Transitional Aged Youth populations.
Culturally competent and able to work with a diverse population
Strong proficiency with Microsoft Office applications, specifically Word Outlook and internet applications
Ability to enter data into various electronic systems while maintaining the integrity and accuracy of the data
Experience working successfully with issues of substance abuse, mental health, criminal background, and other potential barriers to economic self sufficiency
Knowledge of TCP, CANS, Seeking Safety, etc.

Proven skills with outreaching and working in ethnic communities
Bilingual in one of the threshold languages
Skilled in MediCAL Clinical documentation standards (treatment plans, progress notes etc.)
Experience working with criminal justice population
Experience working with ethnic communities
