The Clinical Supervisor provides clinical supervision and support to staff and interns providing direct services within the Transitional Aged Youth (TAY) behavioral health programs in Santa Clara County, and lends support to the adult behavioral health care programs within the Santa Clara County operation as needed. This position is responsible for ensuring that all appropriate professional standards, licensing/certification and clinical grant requirements are met. The incumbent is also responsible for assuring Santa Clara County programs and services are culturally proficient and client-centered. The Clinical Supervisor will be responsible to provide group and individual supervision to both BBS licensed and waivered clinicians as well as substance use counselors in an integrated dual diagnosis treatment approach. This position has managerial responsibility and someone who is a representative of the leadership team, and assists Directors and Managing Director in the hiring and supervising of new employees and interns.
Key Responsibilities
Supervisory Responsibilities:
Handles aspects of management, including direct day-to-day clinical supervision and mentoring of subordinate staff.  Activities include but are not limited to, interviewing, recommendations for hiring, training, motivating, evaluating, and disciplining. Ensures staff is trained and familiar with clinical procedures, and practices (ie. new hire/intern clinical orientation).   Provides regular on-site trainings (didactic) for employees and interns.  Must be available after hours to respond to facility or clinical emergencies, outstanding crisis or events precipitating an incident report.  
Program Management Responsibilities:
Ensures treatment is in accordance with contracts clinical expectations.  Will work with Directors and Managers in ensuring compliance with internal and external contract requirements including data integrity, clinical records review/utilization reviews, and clinical performance measures.   Participation in the recommendations, design and implementation of evidence based models and best practices.  Must be available for rotation of handling after-hours crisis line.
Administration and Compliance:
In accordance with guidelines established by **MEMBERS ONLY**SIGN UP NOW***., ensures compliance with codes and regulations for behavioral health programs. Responsible for quality assurance in EMR, and ensuring thorough clinical documentation standards set by State and County are met.  Takes the lead on Quality Records Reviews and Peer Chart Review  processes.  Along with the Director, will be point of contact for County’s  Clinical Records Review audit.  Responsible for the documentation of all Clinical Supervision meetings (groups and individuals).  Will assist in the formation of Plan of Corrections for clinical chart disallowances.
Facility Management Responsibilities:
Along with the Santa Clara County Management/Leadership Team, will be responsible for ensuring client and staff safety and security, compliance and accountability. Responsible for ensuring Confidentiality standards are met. 
Leadership Team Responsibilities:
Expected to know the pulse of staff and help troubleshoot issues such as morale, turnover, etc.   Active participant in the Santa Clara County management/leadership team.  Will serve as a representative at external meetings including but not limited to Clinical Supervisors Meetings,  Performance & Quality Improvement Committee, County WorkGroups.  
Education and Knowledge, Skills and Abilities
Education Required:
 California state license (post 2 years) in psychology, social work, marriage and family therapist with a graduate degree in psychology, social work, or counseling
 Completion of required Clinical Supervision Certification per BBS, if applicable
At least five years of experience working in a behavioral health setting 
Valid California driver’s license 
 First Aid Certified within 60 days of employment 
 CPR Certified within 60 days of employment 
 Desired:
 Licensed professional with additional certification in Addiction Counseling
Background Clearance Required:
 Must not be on active parole or probation  
Knowledge Required:
 Knowledge of and experience with evidence-based practices, preferably motivational interviewing, Seeking Safety, the MORS assessment, Transformational Care Planning, the American Society of Addiction Medicine (ASAM) assessment, TF-CBT, Casey Life Skills and harm reduction models preferred 
 Knowledge of substance use and mental health best practices
Culturally competent and able to work with a diverse population
Experience working successfully with issues of substance abuse, mental health, criminal background, and other potential barriers to economic self sufficiency
Experience in Medi-Cal procedures including billing and documentation
Demonstrated understanding and appreciation of the needs of communities of color in the context of behavioral health
Experience working with Adolescent, Transitional Aged Youth and Adult populations
Desired:
 Knowledge of the Santa Clara County Department of Mental Health’s structure, policies, and systems as they pertain to mental health service delivery
Experience in program planning, program development and implementation, and program evaluation
Skills and Abilities: 
Excellent verbal, written, and interpersonal skills 
Action oriented. Strong problem-solving skills
Excellent organization skills and ability to multitask and juggle multiple priorities. 
Professionalism, punctuality, flexibility and reliability are imperative
Integrity to handle sensitive information in a confidential manner
Outstanding ability to follow-through with tasks 
Ability to work cooperatively and effectively as part of interdisciplinary team and independently assume responsibility
Strong initiative and enthusiasm and willingness to pitch in whenever needed
Able to communicate well at all levels of the organization including working with organization leadership and high-level representatives of partner organizations 
Able to work within a frequently changing project scope while maintaining overall direction and structured priorities
Bilingual in one of the threshold languages
Skilled in MediCAL Clinical documentation standards (treatment plans, progress notes etc.)
 Experience working with criminal justice population 
 Strong proficiency with Microsoft Office applications, specifically Word Outlook and internet applications
 Ability to enter data into various electronic systems while maintaining the integrity and accuracy of the data
